Gazetted Strategic Regulations

The Engineering Council of South Africa (ECSA) has recently gazetted the following three strategic regulations:

Overarching Code of Practice for the Performance of Engineering Work.;
Identification of Engineering Work Regulations; and
Guideline Professional Fees (Scope of Services and Tariff of Fees for Persons Registered in terms of the Engineering Profession Act 46 of 2000).

National Treasury Standard for Infrastructure Procurement and Delivery Management

National Treasury, with the assistance of the Civilution Forum and SAICE’s editorial staff, produced this special magazine as an introduction and guideline to the use of the Standard for Infrastructure Procurement and Delivery Management which was launched in November 2015.

Call for comment: 2015 draft guideline engineering fees

Re: Proposed 2015 draft Guideline for Services and Processes for Estimating Fees for Persons Registered in terms of the Engineering Profession Act,(Act No.46 of 2000)

You are invited to comment on the draft Guideline Fees for 2015.

1. Background:
The Engineering Council of South Africa (ECSA) is statutory body, acting in terms of section 34 of the Engineering Profession Act, 46 of 2000 (EPA). ECSA has a Fees Committee, comprising of voluntary associations, representatives of service providers and clients in the private and the public sectors, mandated to recommend updates of the Guideline Fees to Council annually.

2. Call for comment:
The determination of the Guideline Fees must be done after consultation with voluntary associations, representatives of service providers and of clients in the public and private sectors.

An invitation is made to ECSA stakeholders, including members of the public to submit comments on the recommended Guidelines Fees by no later than the 27 October 2014. (Click here for the draft guidelines.)

Invitation to a public consultation on the proposed Built Environment Professions Policy

The Department of Public Works is hosting a public consultation session on 11 July 2014 on the proposed amendments to the Statutory Regulatory Framework of the Built Environment Professions (BEP), as was gazetted on 23 May 2014.

The closing date for submission of written comments on the Built Environment Professions (BEP) Policy was 27 June 2014. The Minster of Public Works, due to the interest shown on the subject, has decided to extend the date for submission of written comments on the BEP Policy to 28 July 2014, at 16:00.

DoPW publishes draft Built Environment Policy for comment

Through government notice 370 of 2014, the Department of Public Works has issued a draft Built Environment Professions Policy for public comment. The deadline for the submission of comments on the draft is 16h00 on 27 June 2014, as per details in the document.

The policy introduces proposed amendments to the statutory regulatory framework of the built environment professions. It proposes three options for restructuring of the built environment regulatory framework, and indicates a preferred option to leave the professionals councils as they are, and to absorb the functions of the Council for the Built Environment into the Dept of Public Works.

Members are invited to also submit their comments to SAIMechE so as to form part of a comprehensive submission from the Institution. Adding comments to this news item will be the most effective way of doing this.

DHET publishes national scarce skills for public comment

The Minister of Higher Education and Training, Dr Blade Nzimande has published the National Scarce Skills List: Top 100 Occupations in Demand, as per General Notice 380 of 2014. In terms of the notice, the Minister invites written commentary on the list from interested persons and organisations. Comments should be submitted by 20 June 2014.

Members are invited to also submit their comments to SAIMechE so as to form part of a comprehensive submission from the Institution. Adding comments to this news item will be the most effective way of doing this.

Draft Identification of Engineering Work Regulations - CBE's notice in the Sunday Times

"Draft Identification of Engineering Work Regulations.

On the 22 November 2013 the Engineering Council of South Africa approved the draft regulations which were submitted to the CBE approval.

The South African Council for the Project and Construction Management Profession(SACPCMP) and The South African Council for the Quantity Surveyors Profession(SACQSP) raised overlaps issues which contributed to delaying the process of the CBE approving the ECSA draft regulations.

The overlap-issues have now been resolved. The said draft regulations will be considered by the CBE Council on the 17 March 2014 for approval, where after the CBE will apply for an exemption with the Competition Commission.

The article in question was published by the CBE in support of the Competition Commission Consultative process. The same process will be followed where ECSA is concerned once the exemption application is lodged.

We cannot confirm when the exemption application will be lodged, the CBE is committed to submit the application immediately upon approval by the CBE council and before 31 March 2014.

The Minister of Labour, M N Olifant, has published Guidance Notes to the Pressure Equipment Regulations July 2009, in Government Gazette no. 34995 of 3 February 2012

Foreword
These notes are meant to help and guide users, manufacturers, importers and approved inspection authorities in the application of the Pressure Equipment Regulations.

PURPOSE
These guidance notes are intended to help, users, manufactures, approved inspection authorities and importers of Pressure Equipment to understand the content as well as to assist with the interpretation and implementation of the Pressure Equipment Regulations but cannot substitute the Regulations.
