Background:<br> The Engineering Council of South Africa (ECSA) is statutory body, acting in terms of section 34 of the Engineering Profession Act, 46 of 2000 (EPA).&nbsp;ECSA has a Fees Committee, comprising of voluntary associations, representatives of service providers and clients in the private and the public sectors, mandated to recommend updates of the Guideline Fees to Council&nbsp;annually.<br><br>2. <title>DoPW publishes draft Built Environment Policy for comment</title>

<description><![CDATA[Through government notice 370 of 2014, the Department of Public Works has issued a draft <a target="_blank" href="https://www.saimeche.org.za/resource/resmgr/Docs/20140523_DoPW_BEP_for_public.pdf">Built Environment Professions Policy</a> for public comment.&nbsp; The deadline for the submission of comments on the draft is 16h00 on 27 June 2014, as per details in the document.<br><br>The policy introduces proposed amendments to the statutory regulatory framework of the built environment professions.&nbsp; It proposes three options for restructuring of the built environment regulatory framework, and indicates a preferred option to leave the professionals councils as they are, and to absorb the functions of the Council for the Built Environment into the Dept of Public Works.<br><br>Members are invited to also submit their comments to SAIMechE so as to form part of a comprehensive submission from the Institution.&nbsp; Adding comments to this news item will be the most effective way of doing this.<br><br>]]></description>

<title>Draft Identification of Engineering Work Regulations - CBE&apos;s notice in the Sunday Times</title>

<description><![CDATA[<p></p><p><span lang="EN-ZA">"Draft Identification of Engineering
Work Regulations.</span></p>

<p><span lang="EN-ZA">On the 22 November 2013 the Engineering
Council of South Africa approved the draft regulations which were submitted to
the CBE approval.</span></p>

<p><span lang="EN-ZA">The South African Council for the Project
and Construction Management Profession(SACPCMP) and The South African Council
for the Quantity Surveyors Profession(SACQSP) raised overlaps issues which
contributed to delaying the process of the CBE approving the ECSA draft
regulations.</span></p>

<p><span lang="EN-ZA">The overlap-issues have now been resolved.
The said draft regulations will be considered by the CBE Council on the 17
March 2014 for approval, where after the CBE will apply for an exemption with
the Competition Commission.</span></p>

<p><span lang="EN-ZA">The article in question was published by
the CBE in support of the Competition Commission Consultative process. The same
process will be followed where ECSA is concerned once the exemption application
is lodged.</span></p>

<p><span lang="EN-ZA">We cannot confirm when the exemption
application will be lodged, the CBE is committed to submit the application
immediately upon approval by the CBE council and before 31 March 2014.</span></p>
